Russell Shay is the Director of Public Policy for the Land Trust Alliance, the national association of conservation organizations working with private landowners to protect open space. The Alliance has 1,200 member nonprofit organizations. On their behalf, he and the Alliance’s policy team have pursued tax incentives for land conservation and a wide variety of other issues.
In that work, he has forged coalitions including many national conservation organizations, as well as organizations as varied as the American Humane Society and the American Farm Bureau Federation. In the 112th Congress, the Alliance’s proposed tax incentive for donations of conservation easements was cosponsored by 311 House members, including majorities of both the Republican and Democratic caucuses.
Earlier in his career he worked for The Nature Conservancy, the Appalachian Mountain Club, the Greater Yellowstone Coalition, and the Sierra Club, as well as working 7 years for the Congress on the staffs of the House Subcommittee on Public Lands, the House Subcommittee on Fisheries and Wildlife, and Senator Timothy Wirth of Colorado.
